Research has shaped programs designed to reduce the incidence of unsafe sex among teenagers, to increase the level of prenatal care for pregnant mothers, to raise class attendance rates in school-age children, and to promote flu shots for older adults. The common thread among such programs is that many of the details of the programs are built on basic research findings. ț Research techniques are used to evaluate the effectiveness of existing programs and policies. Once a public policy has been implemented, it is necessary to determine whether it has been effective and successful in accomplishing its goals.

In such cases, it might be possible to track these violence-prone children and provide interventions that might reduce the likelihood of later violence. Critics objected strenuously, however.
